RULIV was commissioned by the Technical Assistance Unit of National Treasury to review poverty reduction policies, programmes, and projects implemented in government for the 2004/5 to 2008/09 term of government in the Social Services Cluster departments. The objective was to enable and guide the Technical Assistance Unit, particularly the social services cluster support unit, to access updated and evidence-based information on poverty reduction programmes and projects at National and Provincial levels. The ultimate goal was to enable the unit to provide appropriate support to social cluster departments in their design, implementation management, monitoring and evaluation, and reporting mechanisms for such projects.
